Joe retired from the Anaheim Police Department in 2010 after 30 years of service. At the time of his retirement Joe was Captain of the Investigations Division.

Joe comes from a law enforcement family and is a second generation police officer. His father Jose Vargas served with the Santa Ana Department for 34 years. His brother is currently a detective for Anaheim PD and his nephew is also an Anaheim police officer.

Joe is a graduate of the University of La Verne with a degree in Organizational Management, and has a Master’s Degree in Criminal Justice from Chapman University.

Joe has trained Law Enforcement Officers in media relations and crisis communications throughout California. Joe is an instructor for the California Peace Officer Standards and Training Executive Development Course.

Since his retirement, he has worked with Cornerstone Communications as a consultant to the California Police Chiefs Association assisting agencies in dealing with responses during major incidents.

Joe is currently a columnist and content editor for the law enforcement news site Behindthebadgeoc.com.

Joe along with Sgt. Chuck Knight founded Cops 4 Kids in 1992. The program now reaches over 3,000 at risk children in the City of Anaheim. The program runs a Jr. Cadet program, Anaheim Boxing Club, karate classes and many other services to youth in Anaheim. Joe continues to serve on the board of directors.

Joe also serves as the board president for Free Rain International an organization working with the victims of human trafficking around the world. The program works to empower victims of trafficking to break free from their circumstances through job training.

Joe has been married to his wife Jennifer for 34 years. They have three grown children and 7 grandchildren.
